The role of Real Property Planning is to provide planning and policy around publicly owned properties to ensure that the public lands responds to the best and highest public use and values. This entails a portfolio of 2300 municipal properties used to deliver HRM’s suite of public buildings, recreation centres, public parks and trails as well as streetscapes, urban and natural forests and protection of public cultural and environmental assets. The division works with all other levels of government and a variety of non governmental organizations to ensure that public lands are in place to support public and corporate needs and that corresponding policies and plans are in place to govern their development, use and administration.The Coordinator, Real Property Policy, works within a broad, often undefined scope, to find solutions to complex issues surrounding strategic public properties. Under the direction of the Manager, Real Property Planning, the coordinator develops policies, by-laws, procedures, regulations; coordinates multi-departmental, multi-disciplinary projects including master-planning projects. The coordinator is responsible for the advancement of key projects including the Dartmouth Common Masterplan, Bloomfield Adaptive Reuse, Bisset Road Rehab Lands Adaptive Reuse and the Urban Forest Masterplan through oversight with RPP and other HRM staff.Under the direction of the Manager of Real Property Planning the Policy Coordinator is responsible for the coordination and management of diverse cross-functional and multi professional teams, responsible for large scale and sites specific planning around the strategic management of municipal land. The work is project based and includes the development of master plans, by-laws and use regulations, adaptive re-use of municipal properties, management plans etc.The location for this position is at Alderney Gate, Dartmouth, N.S.DUTIES AND RESPONSIBILITIES: * Project management of broad-scope exercises such as master planning and management planning, requiring collaboration/coordination with diverse groups of external consultants, public, political, professional, and staff functions, interests, and stakeholders; * Policy development encompassing, research, stakeholder consultations, process and procedural reviews and (re-)engineering, operational reviews, financial analyses including cost-benefit analyses, coordination of inter-departmental/inter-agency working groups/committees, political consultations, legal consultations, report and discussion paper preparation and presentations, by-law development, implementation planning, budget/project costing development and recommendations, program/policy assessment including pre- and post-implementation quantitative and qualitative survey methodology; * Rationalizing property holdings and opportunities with the broad direction of the business unit’s strategy and outcomes; * Sponsoring re-zoning processes in concert with the divisional planner (implementor) on behalf of HRM towards attainment of maximum real property economic and community interests; * Negotiating and writing request-for-proposals, tenders, terms of reference, and transaction agreements, and liaises with appropriate staff and presents recommendations to Council toward the approval and execution of such agreements; * Dictating the terms and makes decisions respecting real property Appraisals, Survey Work, and Environmental testing; * Coordinating planning with other business units (e.g., Public Works and Transportation, Parks Planning) in support of the strategic rationalization of facilities and real property assets as part of the overall long-term capital planning process; * Liaises with the Grants program to expedite the disposition of land or buildings through sale or lease in support of community interests as directed by Council; * Liaises with internal committees on behalf of Real Property Planning Services (e.g., Capital District Task Force, Harbour Planning, By-Law Rationalization); * Participates in the development and implementation of policy and service delivery procedures and the direction for quality standards; * Collects and analyzes information and presents findings on complex issues to members of Council and staff; * Understands and maximizes the opportunities from the changing organization’s roles and responsibilities in partnership with other business units; * Builds interdepartmental cooperation, elicits continuous improvement, facilitates learning in the organization as it relates to sales or lease transactions, property disposals, and acquisitions; * Communicates effectively, builds effective relationships, promotes cross-functional teams, seeks win/win outcomes in matters of real estate and broader real property planning interests;QUALIFICATIONS:Education & Experience * The incumbent shall possess a post-secondary degree in Urban Planning, Urban Geography or Environmental resource Studies or related degree from a recognized institution or substitution of five years of experience and/or professional degree/designation, preferably a graduate degree in Business or Public Administration, or suitable combination of education and experience. * The incumbent shall also be willing to work toward achieving a professional designation in the area of real property administration, planning, or project management. * A minimum of five (5) years in a municipal or institutional environment.
